Discusses the roles and responsibilities of the central and local government in the management of public finances in Kenya. Describes the functions of local Govermnent and reveals that there are some overlaps in the roles and functions of the central Government and local authorities. Recommends community participation in the management of public finance which can be enhanced through civic education.
