Discusses the roles and responsibilities of the central and local government in the management of public finances in Kenya. Provides results of a study carried out which shows that the Ministry of Finanace is the lead ministry on matters of public finance and its operations are based on policy guidelines as well as Acts of parliament. Describes the functions of local Govermnent and reveals that there are some overlaps in the roles and functions of the central Government and local authorities. Recommends community participation in the management of public finance which can be enhanced through civic education.
