The discussions are based on the findings of a study of a variety of sector wide approaches in Africa, Asia, Caribbean, and Pacific. The study was limited by the assumptions that education programme designs necessitate subtle policy and institutional adjustments that are not easily captured through case study analysis and interviews. It was also assumes that country situations and education support programme processes are dynamic.
