The information presented is based on a review of documents and interviews with individuals from selected donor agencies. The purpose is to discover current trends in health sector policy and to reflect key aspects of the debate about how these policies are being promoted through the use of different aids instruments. Develops a framework for analyzing and provoking discussion about the effectiveness of aid in the health sector. The policies, programmes and activities of the donors consulted and experience of different countries are used to show the debate around particular issues.
