Following the introduction of the Highly Indebted Poor Countries (HIPC) Debt reduction initiative which included Poverty Reduction Strategy Papers in 1996 by the World Bank and the IMF, countries under the HIPC initiative were able to they gain access to the full advantages of the initiative by committing to implement social and structural reform policies in areas such as delivering health and education services that advanced sound economic management and poverty reduction. This report provides an account of the progress made by eighteen African countries which have reached their decision point in the debt relief process during the year 2000. The discussions contained involve: the human development involvement in the HIPC/PRSP process; strengthening the content of people?s participation in the HIPC/PRSP process; and lessons learnt in the process.
