Presents a strategic plan that addresses the issue of shortage and inadequacy of required categories of health personnel with appropriate competency and skill to deliver quality health care services.Explains the need for developing a legal and professional framework for standards and quality in human resource.Development of research capability for human resource of health development, monitoring and evaluation in tandem with changes in the health sector is discussed. Recommends that the Government of South Sudan provide the necessary financial resources to the Ministry of Health to ensure implementation of the plan within the plannes period.
