Assesses the delivery capacity of District Health Management Boards and Teams (DHMB/Ts) in Kenya's health care system. Identifies the existence of an ineffective linkage between institutions making up the district health system; lack of capacity in the areas of planning and management; flawed selection process of the DHMBs; external influence and lack of physical resources as the main factors inhibiting the efficient delivery capacity of DHMB/Ts. Recommends cautious implementation of the decentralization strategy by the Min. of Health.
