This is a guideline developed under the direction of the Division of State and Community System Development of the Center for Substance Abuse Prevention (CSAP). The decision to use the guideline topic was because of several reasons, which include tobacco use among the youth being documented several times as a priority public health problem. The various approaches to the prevention of tobacco use identified for this guideline were economic interventions; counteradvertising; interventions directed toward tobacco retailers; multicomponent community approaches; tobacco-free environment policies and advertising and promotion restrictions.
