The book discusses development in Tanzania before and after colonialism by investigating the content, implementation and effects of major interventionist policies and mechanisms. It discusses the social structures, productive systems and the environment in which the intervention is enforced. These limitations are analysed in four parts focusing on the post-colonial model, state intervention and peasant response, hydro-power versus people and external interventions by donor agencies through the policies of structural adjustment.
