Sets out policy on international development and proposals for the reduction of global poverty. Focus on the purposes for which aid, whether financial, technical or assistance, can be provided by the Secretary of State to contribute to the reduction of poverty. It allows development assistance to further the sustainable development or improve the welfare of the population of any country or territory outside the United Kingdom as well as to alleviate the effects of a disaster or other emergency. It enables the support of organisations or activities that promote awareness of global poverty.
