Considers the changing roles of government in sub-Saharan Africa in both the financing of health care and provision of health care. There are four themes that have been selected for in-depth review and analysis of experience, which are fees for public health care services; insurance; government's relationship with private for-profit providers and government's relationship with the not-for-profit sector. The four areas are closely interconnected and should be coordinated with other aspects of health sector reform such as reform of the civil service.
