After targeting to deliver antiretroviral therapy to 3 million people living with HIV/AIDS in 5 years, this report presents the achievements made in a year. It revealed that in just six months the number of people on treatment in sub-Saharan Africa doubled from 150000 to 310000. In Thailand, treatment was expanded to all districts in an effort to make it accessible to all. Health care providers reported increased collaboration with governments and other agencies involved in provision of health care. It however recommends that for the '3 by 5' strategies to be effective resource gaps need to be filled, costs of ARV medicines need to be reviewed to make them affordable and health care providers need to address problems in relation to the countries affected and the situations faced.
