The national AIDS Council/Commissions (NACS) which are multi-sectoral in character and specialized Ministries of Health National AIDS Control Programmes (MOH/NACPs) have critical and complimentary roles to play in the fight against HIV/AIDS at the national level. Although the response to the AIDS pandemic must be multi -sectoral in approach, the health sector has by far the most experience and a long history in responding to the HIV/AIDS epidemic Moreover there are dimensions of the pandemic such as treatment that can only be effectively tackled by the health sector.
