Describes various indicators of reporting tools used to collect data from countries to develop the annual global report titled towards universal access: scaling up priority HIV/AIDS interventions in the health sector the guidelines are that reporting can be global reporting and national monitoring. Provides methodologies for use of the guidelines as reference for national program managers and UN staff completing the annual reporting form, for planning for global reporting since it provides a comprehensive description of the definition of each of the indicators, for data collection and validation process at both country, regional and global level and data utilization at national, regional and global levels
