Describes developments affecting legal environments related to people living with HIV and most at risk populations. Provides examples of human rights based approaches, and sets out a plan for action relating to advocacy, community mobilisation, law reform and law enforcement with the sole purpose of defining an agenda for action on HIV and the law in commonwealth states. Explains the importance of empowering the Most at risk populations in order to protect their own health and prevent spread of HIV by enacting and enforcing protective laws and removing punitive laws. Provides information to educated people living with HIV about their legal rights and how to claim them through the legal system.
