This book presents a series of essays discussing the relationship between AIDS and drug use and abuse with emphasis on the problem in Central and Eastern Europe. The book provides an introduction to the concept of harm reduction explaining why needle sharing is a significant public health problem that contributes to the spread of HIV/AIDS. Different drug policies are reviewed and alternatives to the prohibitive ones suggested. The connection between HIV, drug use and human rights is also discussed along with examples of harm reduction programmes that respect human rights. Extracts from human rights treaties and guidelines on HIV/AIDS are also included in the text.
