The scope of the UN response to the challenge of eliminating food insecurity is addressed in this report which presents a strategy and framework for action. The report sets out ways of moving from framework into action in line with government strategies and time available. It suggests that the best way to address food security is through focusing on sustainable livelihoods and demand long-term commitment by all parties involved. The process proposed involves the formulation of country food security programmes mobilisation of resources and implementation, all of which are explained in detail.
