Presents discussions on the components necessary for a district HIV/AIDS programme explaining the resources necessary for the implementation and costs. The document advocates for the districts to build the programmes with the aim of sharing responsibility for action with all potential actors in the district and use locally available resources in order to achieve sustainability and for a stronger impact. Among the topics discussed are resource mobilisation, community interventions, workplace programmes, training of health workers, ensuring a safe blood supply, counselling and care, estimating costs of HIV prevention and AIDS care, and preparing baseline research data and implementing the HIV/AIDS plan.The findings presented are based on the Tanzania - Netherlands Support Programme on AIDS Control
