A report on what is required to improve labour outcomes in low and middle income economies. An analysis of the requirements for rapid economic growth through the increased accumulation and productivity of physical and human capital introduces the discussions in the report. Development strategy, international integration, labour market interventions and transformations to greater market orientation are discussed and identified as areas in need of policy reforms. The relevance of these policies to the circumstances in sub-Saharan African countries is considered in the discussions which conclude by reviewing he prospects for Africa’s growing labour force.
