Examines the issue of fee adjustment in public health care pricing practices in Kenya. The task of user fee adjustments in the public health sector is entrusted with the Health Care Financing Division (HCFD) of the Ministry of Health, but there are many District Health Management Boards that have effected fee adjustments without prior consultation or approval of HCFD. The information presented addresses the issues that have come up as a result of HCFD gradually losing its control over fee regulations by documenting the structure and functioning of the fee adjustments. There are several suggestions that have been put forward to deal with these issues such as providing a clear definition of the roles of the different levels in the fee adjustment process.
