Discusses the financing of social health insurance by examining the political, socio-cultural and economic circumstances that can be used to evaluate its usefulness and feasibility. Guidelines on how to design a health insurance system and ways of improving existing systems are suggested putting into consideration the different factors that differentiate the circumstances of the various countries. The guidelines however limit themselves to the advantages and disadvantages of one particular financing and organisational option of health care delivery. Among the issues discussed are analysing the economic and policy environment, the preliminary and component issues in designing health insurance systems, and drawing on experience and building consensus.
