This evaluation examined two work programmes in health research funded by the former Overseas Development Administration (ODA), which is now Department for International Development (DFID) over the period 1990-95. These were Policies and Primary Health Care programme at the Liverpool School of Tropical Medicine and Health Economics and Financing Programme at the London School of and Tropical Medicine. The purpose of this evaluation was to analyse the efficacy of the work programme model as a vehicle for meeting the overall objective of the work programmes, using the two programmes selected as representative case studies.
