Reevaluates current pricing policies and looks at mounting evidence that high subsidies have led to inefficiencies and inequities in the provision of social services. Points out that budgetary constraints have caused underinvestment in some services which are therefore in short supply even though users are willing to pay for them; that appropriate incentives are not being given to consumers to make efficient use of services; and that even though services may be free to all, the implicit subsidies are infact unevenly distributed in favour of upper income groups.
