Presents a discussion paper under the policy and research activities of The Institute of Policy Analysis and Research (IPAR) in the Private Sector Development programme. The growth of Kenya's stock of infrastructure has not kept up with shifts in demand, which has led to major shortfalls in service delivery and this is due to various problems such as poor management. Several enterprises have responded to the shortfalls by self providing for some of the services. According to this paper, there is need to come up with effective cost-sharing mechanisms, suitable legal backing for workable private structure infrastructure-related operations.
