Describes Africa?s dependency on external sources as among some of the|factors that are destabilizing the AIDS response citing that two-thirds of all AIDS expenditures in Africa come from external sources.Expresses the need for Africa's involvement and responsiveness in the control of HIV&AIDS and suggests that Africa can negotiate a new and balanced ?shared-ownership shared responsibility? agenda with other international partners. Calls for all high income countries to invest more in the AIDS response as well as calls for Africa to bridge existing resource gaps through strong political leadership, pushing for economic growth and adopting innovative funding opportunities.
